The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on Dec. 26, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:47 a.m., and informed the public of the location of the Open Meeting poster.

Motion by Keyes, second by Frahm, to approve the minutes of the Dec. 16, 2024, meeting as printed. Voting aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting nay: none. Motion carried.

The board reviewed claims on file.

Motion by Keyes, second by Frahm, to approve the addition to the agenda to approve the surety bond for Darrin J. Paxton, Holt County Supervisor. Voting aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting nay: mone. Motion carried.

9:50 a.m., being the time advertised time, was allowed for public comment.

Correspondence was reviewed.

Rachel Moses presented the E-911 quarterly report.

Motion by Paxton, second by Keyes, to void check #24120049 for $24,403.63 to Gotshall & Sholes, corrected amount issued. Voting aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting nay: none. Motion carried.

Motion by Paxton, second by Frahm, to approve the zoning application on file on a tract in SE ¼ of SW ¼ 34-30-16 for Richard J. Ramm. Voting aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting nay: none. Motion carried.

The board acknowledged receipt of the letter of resignation from Frank Heying from the Planning & Zoning Commission.

Motion by Keyes, second by Neiman, to accept the contract from the Nebraska State Auditors to conduct the Holt County audit for fiscal years 2025, 2026 and 2027 for $21,000.00 per year. Voting aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting nay: none. Motion carried.

Motion by Frahm, second by Breiner, to allow the direct deposit payroll and other related claims. Voting aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting nay: none. Motion carried.

Gary Connot, road superintendent, presented his department activity report.

The Board discussed the proclamation issued by President Biden to designate Jan. 9, 2025, as a National Day of Mourning, which provides for the closing of government offices. Due to Jan. 9, 2025, being the statutory meeting day for county boards, Holt County will not be closed on Jan. 9, 2025.
