REQUESTS FOR PROPOSAL FOR VILLAGE OF CLEARWATER

Exterior wall, office door, overhang

The Village of Clearwater is seeking Requests for Proposal from experienced and well-qualified contractors to replace the front exterior wall of the library, village office door and overhang at 626 Main St., Clearwater. A qualified professional contractor shall have experience in projects of similar scope and size as described in the scope of services section. A contractor may bid all or part of the project but shall bid each phase separately.

The selected contractor(s) shall furnish all equipment and materials to the specifications of the village and library boards and will be responsible for applying and paying for all necessary permits including State Fire Marshal review. A Form W-9 and certificate of liability insurance shall be provided to the village by all approved contractors and subcontractors before work begins. Invoices must be submitted to the village clerk to present to the village board at their regular meetings. Payments will not be made until board approval.

SCOPE OF SERVICES AND CRITERIA

The scope of the project shall include:

Phase 1: Library exterior

• Remove exterior front window wall, door, and all associated items.

• Grind/remove 16’x5”x4” concrete lip to match sidewalk height.

• Construct 2”x6” wood framed wall with R-21 insulation to underside of structure.

• Wall shall include two single-hung 24”x36” framed vinyl windows and one 36”x80” commercial exterior glass door with all applicable egress door hardware and closer. Center door on wall.

• Install two electrical outlets on interior of wall.

• Exterior finish shall be black thin brick veneer adhered to exterior face of wall.

• Interior wall finish shall be painted drywall with trim and casing to match existing interior.

Phase 2: Office door

• Replace current exterior office door with new 36” x 80” commercial exterior glass door, transom, and applicable egress door hardware and closer.

Phase 3: Overhang

• Refurbish overhang with black low-rib profiled metal roofing on the front and underside.

• Install new exterior lighting or repair current recessed lights.

SELECTION PROCESS

The final selection of the contractor will be according to the following:

1. Technical expertise of the contractor in connection with the proposed scope of services to be provided. (40 points)

2. Capacity of the contractor to perform the work within time limitations, taking into consideration the current and planned workload of the contractor. Include a project team for this specific job and qualifications of all team members. (30 points)

3. Proposed cost and fee schedule. (30 points)

Total possible points, 100 points

Elaborate and expensive presentation aids are neither necessary nor encouraged. After an initial review, interviews may be conducted followed by a rescoring of proposals. The contractor’s proposal that best meets the needs of the village will be considered. Negotiations of the contractor’s proposed scope of services and contract amount may be conducted after the selection of the respondent’s proposal.
