The regular monthly meeting of the Village Board of Page was held Monday, Sept. 16, 2024, at the village office. Notice was published in the Summerland Advocate-Messenger on the 11th day of September, 2024, and was also posted at three public places within the Village of Page. This meeting was conducted in compliance with the Nebraska Open Meetings Act and the Open Meeting Laws are posted at the village office.

Chair Linquist called the regular meeting of the board of trustees to order at 7:26 p.m. Trustees VanEvery, Tyrrell, Campbell were present. Also present: Cora Calkins. Absent: Leichleiter.

Motion by Campbell, seconded by Tyrrell to approve minutes of the Aug. 12, 2024, regular meeting as presented. Passed - all ayes.

Motion by Tyrrell, second by Campbell not to pay claim for interest to Boyd Holt E911. Passed – all ayes.

Motion by Tyrrell, second by Campbell, to pay all other claims presented. Passed – all ayes.

Actions taken:

Motion by VanEvery, seconded Tyrrell to move $13,589.00 from UF Checking to USDA Savings. Passed – all ayes.

2024-2025 USDA Water Budget: Motion by VanEvery, seconded by Campbell, to approve the proposed USDA Water Budget for 2024-2025. Passed – all ayes.

Motion by Campbell, seconded by Tyrrell, to allocate another $8,000.00 for sewer maintenance in 2024-2025. Passed – all ayes.

Clinic repairs. Motion by VanEvery, seconded by Tyrrell, to accept bid from Camo Specialty Construction for water damage repair. Passed – all ayes.

Motion by Tyrrell, seconded by Campbell, to approve 2024-2025 budget as presented by Ordinance 126.25. Passed as follows:

ORDINANCE 126.25

AN ORDINANCE TO ADOPT THE 2024/2025 BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE AN EFFECTIVE DATE AND TO SET THE FINAL LEVY.

BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE Village of Page, NEBRASKA:

Section 1. That after complying with all procedures required by law, the budget presented and set forth in the budget statement is hereby approved as the Annual Appropriation Bill for the fiscal year beginning Oct.1, 2024, through Sept. 30, 2025. All sums of money contained in the budget statement are hereby appropriated for the necessary expenses and liabilities of the Village of Page. A copy of the budget document shall be forwarded as provided by law to the Auditor of Public Accounts, State Capital, Lincoln, Nebraska and to the County Clerk of Holt County, Nebraska, for use by the levying authority.

Section 2. This ordinance shall take effect and be in full force from and after its passage, approval and publication or posting as required by law.

Tyrrell moved for the passage of Ordinance 126.25. Seconded by Trustee Campbell. Record of the roll call vote is as follows: YES: Linquist, Tyrrell, VanEvery and Campbell. NO: None. ABSTAINED: None. ABSENT: Leichleiter

Chairperson Linquist declared Ordinance 126.25 passed and hereby adopted this 16th day of September 2024.

Motion by Tyrrell, seconded by VanEvery, to approve Resolution 01-2025 for new property tax request. Said resolution reads as follows:

RESOLUTION SETTING THE PROPERTY TAX REQUEST 01-2025

WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the governing body of the Village of Page passes by a majority vote a resolution or ordinance setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

NOW, THEREFORE, the governing body of the Village of Page resolves that;

1. The 2024-2025 property tax request be set at: General Fund: $ 29,061.25

2. The total assessed value of property differs from last year’s total assessed value by 4.31%.

3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.431403 per $100 of assessed value.

4. The Village of Page proposes to adopt a property tax request that will cause its tax rate to be 0.45 per $100 of assessed value.

5. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Page will increase last year’s budget by 1.65%.

6. A copy of this resolution be certified and forwarded to the county clerk on or before Oct. 15, 2024.

Motion by Tyrrell, seconded by VanEvery, to adopt Resolution 01-2025. Roll call vote: VanEvery – Aye; Campbell – Aye; Tyrrell – Aye; Linquist – Aye; Nay: None. Leichleiter – Absent.

Motion by Campbell, seconded by VanEvery, to increase total restricted funds by an additional 1%. Passed – Linquist, Tyrrell, VanEvery and Campbell – aye; Leichleiter – absent.

Motion by VanEvery, seconded by Tyrrell, to request an audit waiver. Passed – Linquist, Tyrrell, VanEvery and Campbell – aye; Leichleiter – absent.

Motion by Tyrrell, seconded by VanEvery, to execute Dana Cole management representation letter as presented. Passed – all ayes.

Motion by Tyrrell, seconded by Campbell, to adjourn. Passed - all ayes.
