NOTICE TO BIDDERS
HOLT COUNTY, NEBRASKA
Sealed bids will be received by the Holt County Clerk until Aug. 16, 2024, at 11 a.m., for the construction of three concrete slab bridges and other related incidental work. The bids will be presented to the Holt County Board for consideration on Aug. 16, 2024, for its regularly scheduled meeting. The projects are located: C-45(449) - on 509 Avenue between 847 Road and 848 Road in Holt County, Nebraska, C-36(131) – on 473 Avenue between 842 Road and 843 Road in Garfield County, Nebraska and C-58(42) – on 842 Road between 448 Avenue and Highway 183 in Loup County, Nebraska.
The project is referred to as “STWD-CBMP(7): C-45(449), C-36(131) & C-58(42)” and shall include all labor, materials, transportation and equipment required for the construction of: C-45(449) - three span 91’-9” concrete slab bridge on a 0 degree skew with a 28’ clear roadway, C-36(131) - two span 50’-6” concrete slab bridge on a 30 degree (lhb) skew with a 28’ clear roadway and C-58(42) - three span 91’-8” concrete slab bridge on a 20 degree (rhb) skew with a 28’ clear roadway channel shaping, roadway grading and other related incidental work.
Copies of the bid documents and specifications are open to public inspection at the office of the Holt County Highway Superintendent, 1806 108th Road, O’Neill, Nebraska 68763. A set of documents may be obtained from Mainelli Wagner & Associates, Inc., for a non-refundable fee of $60.00. (6920 Van Dorn St., Lincoln, Nebraska 68506; PH: 402-421-1717). All bid proposals must be submitted on the forms furnished with the bid documents.
The sealed bids may be mailed or delivered to the county clerk of Holt County, County Courthouse, 204 North 4th Street, P.O. Box 329, O’Neill, Nebraska 68763, and should be plainly marked as, “Construction Bid Proposal – STWD-CBMP(7): C-45(449), C-36(131) & C-58(42)”
Along with its bid proposal, each bidder shall submit an unconditional bid bond or certified check made payable to the county treasurer of Holt County, Nebraska, in an amount equal to 5% of the bid proposal. Also, each bidder is to include an estimated time of beginning and completion for the projects with its bid proposal. The desired completion date is June 1, 2025. The successful bidder (i.e. contractor) will be allowed seventy (70) calendar days for completion of each site after beginning work at that site provided they do not exceed their specified completion date for each site. Additional days, due to poor weather conditions, may be granted at the discretion of the Engineer. No project can be started without the intent to complete that site without delay from the other sites, therefore, the Contractor will not be allowed to start the removals at a site unless they have committed a crew to complete the work at that site.
Within ten (10) days following the award of the contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract. The surety and form of the bonds are subject to acceptance by the Holt County Board of Supervisors.
Holt County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Dept of Transportation, Subtitle A, Office of Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Dept of Transportation issued pursuant to such Act, hereby notifies all bidden that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin, sex, age and disability/handicap in consideration for award.
The Holt County Board of Supervisors reserves the right to reject any and all bids or to waive any irregularities in bids received. Award of the Contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb.Rev.Stat. §§ 23-3110 to 23-3114.
