VILLAGE OF Page, NEBRASKA
The regular monthly meeting of the Village Board of Page was held Monday, July 8, 2024, at the village office. This meeting was conducted in compliance with the Nebraska Open Meetings Act and the Open Meeting Laws are posted at the village office.
Chair Linquist called the meeting to order at 7:02 p.m. Trustees VanEvery, Tyrrell, Leichleiter and Campbell present. Also present: Bill Fox, Doug Cunningham, Heath Wilson and Cora Calkins. Absent: None.
Motion by Tyrrell, second by Campbell: Approve minutes of the June 10, 2024, regular meeting as presented. Passed - all ayes.
Motion by Campbell, second by Leichleiter to pay claims presented. Tyrrell, Campbell and Linquist - aye. Leichleiter and VanEvery abstained.

Heath Wilson exited at 7:13 p.m., followed by Mr. Fox at 7:15 p.m.
Reed Miller, Miller & Associates entered the meeting at 7:20 p.m. Mr. Miller out at 7:37 p.m.
Actions taken:
2024-2025 village engineer/street superintendent: Motion by Campbell, second by Tyrrell to appoint Miller & Associates as our new engineering firm and street superintendent upon renewal. Passed – all ayes.
Maintenance: Motion by Tyrrell, second by Leichleiter, to hire Dan Forde, part time, to assist as needed. Passed – all ayes.
Matt Kellum in at 7:42 pm.
Ordinance enforcement: Motion by Tyrrell, second by VanEvery, for absolute deadline of Aug. 1, 2024, for proper fence installation or vehicles being removed from potential salvage yard site. Passed – all ayes.
Kellum exited at 8:38 p.m.
2024 sewer jetting and mapping: Motion by Leichleiter, second by VanEvery to hire Johnson Service Company to service NW quadrant with max expense not to exceed $12,000.00. Passed – all ayes.
Ordinance #125-24 setting water rates: Adopted as follows:

AN ORDINANCE OF THE Village of Page, NEBRASKA, TO ESTABLISH REVISED WATER RATES FOR THE Page MUNICIPAL WATER SYSTEM; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR PARTS THEREOF; TO PROVIDE FOR AN EFFECTIVE DATE; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF
THE CODE OF THE Village of Page, AND THAT THE SECTIONS MAY BE
RENUMBERED; TO PROVIDE FOR THE PUBLICATION OF THIS ORDINANCE IN PAMPHLET FORM AND THAT THIS ORDINANCE SHALL TAKE EFFECT ON SEPTEMBER 1, 2024, AFTER PASSAGE, PUBLICATION, POSTING, AND PROCLAMATION AS OTHERWISE PROVIDED.
BE IT ORDAINED BY THE VILLAGE BOARD OF THE Village of Page, NEBRASKA AS FOLLOWS:
SECTION 1: The rates charged by the Village of Page for municipal water services on a monthly rate basis shall be as follows:
1. Time period of Sept. 1, 2024, through Feb. 28, 2025: Residential and commercial base rate of $31.00 per month service charge plus $2.25 per 1,000 gallons or fraction thereof of usage.
2. Time period of March 1, 2025, through Aug. 31, 2026: Residential and commercial base rate of $33.00 per month service charge plus $2.50 per 1,000 gallons or fraction thereof of usage.
3. Time period of Sept. 1, 2026, and beyond: Residential and commercial base rate of $35.00 per month service charge plus $2.75 per 1,000 gallons or fraction thereof of usage.
Motion by Campbell, second by Leichleiter, to adopt as written. Linquist, Campbell, VanEvery, Tyrrell and Leichleiter – aye. Voting nay – none.

Resolution 04-2024: Adopted as follows:
RESOLUTION 04-2024
BE IT RESOLVED by the Chairman and Village Board of the Village of Page, Nebraska:
SECTION 1: That the fee for disconnection/re-connection shall hereby be increased to $75.00.
SECTION 2: That all resolutions or ordinances or parts of ordinances in conflict herewith are hereby repealed.
Motion by Tyrrell, second by Leichleiter, to adopt as written. Linquist, Campbell, VanEvery, Tyrrell and Leichleiter – aye. Voting Nay – none.

2024 – 2025 Farmers Pride propane contract: Motion by Tyrrell, second by VanEvery to contract 500 gal. at fixed contract price of $1.49 p/gal. Passed – all ayes.
2024 Page community day – Motion Campbell, second by VanEvery to allow street closures, provide three additional sanitary stations and to approve KC Bar & Grill SDL request for the festivity. Passed – all ayes.
Appointment of ordinance/code enforcement officer: Motion by Tyrrell, second by VanEvery, to appoint Trustee Campbell as the code enforcement officer in lieu of law enforcement. Passed – all ayes except Campbell, who abstained.
Campers - mandatory hookup/designated areas: Motion by Tyrrell, second by Leichleiter to notify parties of mandatory hookup requirement. Passed – all ayes.
Motion by Campbell, second by Leichleiter, to adjourn. Passed - all ayes.
