NOTICE TO BIDDERS
CULVERTS - HOLT COUNTY
Sealed bids will be received by the Holt County Clerk until April 30, 2024, at 11 a.m., and opened shortly thereafter, for the construction of corrugated metal pipes with steel headwalls and wingwalls, and other related incidental work at two sites. The project sites are located as follows: C-45(560) – on Road 895 between 474 Avenue and 475 Avenue; C-45(562) – on Road 898 (aka River Road) between 480 Avenue and 481 Avenue, both in Holt County, Nebraska.
The projects are referred to as “Holt County 2024 Culverts: C-45(560) & C-45(562)” and shall include all labor, materials, transportation and equipment required for the construction of: C-45(560) – single 84” x 78’ corrugated metal pipe on a 0 degree skew with 2-20 degree elbows; C-45(562) – twin 84” x 40’ corrugated metal pipes on a 0 degree skew, both with steel headwalls and wingwalls and other related incidental work.
Copies of the bid documents and specifications are open to public inspection at the office of the Holt County Highway Superintendent, 1806 108 Road, O’Neill, Nebraska 68763. A set of documents may be obtained from Mainelli Wagner & Associates, Inc. for a non-refundable fee of $40.00. (6920 Van Dorn Street, Lincoln, Nebraska 68506; PH: 402-421-1717). All bid proposals must be submitted on the forms furnished with the bid documents.
The sealed bids may be mailed or delivered to the county clerk of Holt County, County Courthouse, 204 North 4th Street, P.O. Box 329, O’Neill, Nebraska 68763, and should be plainly marked as, “Construction Bid Proposal – Holt County 2024 Culverts: C-45(560) & C-45(562)”.
Along with its bid proposal, each bidder shall submit an unconditional bid bond or certified check made payable to the county treasurer of Holt County, Nebraska, in an amount equal to 5% of the bid proposal. Also, each bidder is to provide a start of construction date and end of construction date for each project with its bid proposal. The desired completion date for both sites is Nov. 1, 2024. The contractor will be allowed 28 calendar days for each site. The required completion date for each site will be the earlier of the dates indicated in the bid proposal or the actual start date plus the allotted calendar days for that site. Additional days due to weather may be granted at the discretion of the engineer. No project can be started without the intent to complete that site without delay from the other site, therefore, the contractor will not be allowed to start the removals at a site unless they have committed a crew to complete the work at that site.
Within 10 days following the award of the contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract. The surety and form of the bonds are subject to the acceptance by the Holt County Board of Supervisors.
Holt County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Dept of Transportation, Subtitle A, Office of Secretary, Part 21, Nondiscrimination in federally-assisted programs of the Dept of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin, sex, age and disability/handicap in consideration for award.
The Holt County Board of Supervisors reserves the right to reject any and all bids or to waive any irregularities in bids received. Award of the contract will be in accordance with the County Purchasing Act’s competitive bidding considerations as set forth in Neb.Rev.Stat. §§ 23-3110 to 23-3114.
