Summerland Public School Board of Education met in regular session, Monday, Oct. 16, 2023 at the school.
President Steve Thiele called the meeting, which was advertised in the Oct. 11, 2023, newspapers, to order at 6:03 p.m.
Thiele noted the Open Meetings Act posted in the board room.
Roll call was taken. Present: Ed Nordby, Nate Schwager, Scott Thiele, Steve Thiele, Austin Twibell, Jeremy Wagner.
Motion by Wagner, seconded by Twibell, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.
Public participation. Public participation was heard.
Motion by Scott Thiele, seconded by Nordby, to approve the consent agenda items. Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time: minutes of the Sept. 12, 2023, budget hearing meeting; Sept. 12, 2023, tax request hearing; Sept. 12, 2023, regular meeting and monthly financial report. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.
Old business:
Update on Summerland School Foundation. Superintendent Finke reported on the progress of the formation of a Summerland School Foundation.
Discuss, consider and take all necessary action on strategic planning process. Supt. Finke presented the strategic planning survey that he intends to get out to patrons next week. He answered questions the board had about the process.
New business:
Discuss, consider and take all necessary action on a proposal from Invenergy, concerning property easement. Ned Porter, representative from Invenergy, was at the meeting to present an easement proposal for a transmission line for future wind turbines, which are in the planning stage. The board took no action at this time.
Discuss, consider and take all necessary action to recognize Summerland Education Association as the exclusive bargaining agent for the district's non-supervisory certificated staff for the 2025-2026 contract year. Motion by Nordby, seconded by Steve Thiele, to recognize Summerland Education Association as the exclusive bargaining agent for the district's non-supervisory certified staff for the 2025-2026 contract year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.
Discuss, consider and take all necessary action on policy updates. Supt. Finke reviewed the current Policy 5054 - Bullying. There being no changes to the policy, no action was taken.
Discuss, consider and take all necessary action on a service contract with Electronic Contracting Company. Electronic Contracting Company services all the electronic doors and the security camera system in the school. The contract options were presented by Supt. Finke. Motion by Steve Thiele, seconded by Austin Twibell, to enter into an annual monitoring contract with Electronic Contracting company for $324.00. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.
Discuss, consider and take all necessary action on selling or declaring obsolete weight room equipment. Motion by Nordby, seconded by Scott Thiele, to sell or declare obsolete the weight room equipment as recommended. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.
NASB update. Supt. Finke reported on the upcoming state conference he will be attending Nov. 15 - 17.
Administrative reports:
High school principal Mr. Rosenboom: end of quarter, MTSS, activities, football schedule timeline.
A discussion was held concerning the football timeline for declaring a wavier for eight-man football for two years. Our numbers indicate we would be moving to 11-man without the waiver in place.
Elementary principal Mrs. Cooper: mid-term progress reports, P-T conferences, school store, CIP, MTSS, Red Hot Reading Day, Muffins with Moms.
Supt. Finke: option enrollment numbers, enrollment numbers, new legislation concerning learning disabilities testing, NVC, E-rate funds, electric bus delivery, upcoming superintendent evaluation.
The next regular board meeting will be Tuesday, Nov. 14, 2023, at 6 p.m.
President Thiele adjourned the meeting at 7:17 p.m.
