The regular monthly meeting of the Village Board of Page was held Monday, July 10, 2023, at the village office. This meeting was conducted in compliance with the Nebraska Open Meetings Act and the Open Meeting Laws are posted at the Village Office.
Chair Linquist called the meeting to order at 7:04 p.m. Trustees VanEvery and Leichleiter present. Also present: Mike Christensen and Cora Calkins. Absent: Tyrrell and Bartak.
Motion by VanEvery, second by Leichleiter, to approve minutes of the June 12, 2023, regular meeting as presented. Passed: all ayes.
Trustee Tyrrell entered at 7:08 p.m.
Motion by Tyrrell, second Leichleiter, to pay claims presented. Passed: Linquist, Tyrrell – Aye; Leichleiter and VanEvery abstained.

Actions taken:
Funds transfer. Motion by Leichleiter, second by Tyrrell, to transfer $3,880.00 from UF checking to USDA Reserve Account for Aug. 1 annual auto debit by USDA for original treatment plant loan. Motion passed, all present – aye.
Ordinance enforcement: Building Inspector. Motion by VanEvery, second by Leichleiter, to contract Rob Sudbeck as building inspector at rate of $400.00 per residence plus court appearance fees, if needed. Motion passed all present – aye.
Animal Permit: G. VanEvery. Motion by Linquist, second by Tyrrell, to approve permit for chickens at 303 W. Smith. Motion passed. Linquist and Tyrrell – aye; VanEvery and Leichleiter – abstained.
Animal Permit: J. Colfack. Motion by VanEvery, second by Leichleiter, to approve permit for chickens at 402 E. Main. Motion passed all present - aye.
Animal Permit: D-D Livestock. Motion by VanEvery, second by Leichleiter, to approve permit for cattle/sheep at 8th and Victor Rd. Motion passed all present – aye.
Approve Kountry Korner Café Mgr. Application for Liquor License. Motion by Tyrrell, second by VanEvery, to approve application of Ron and Heather Samland as managers of Kountry Korner Café. Motion passed: Tyrrell, VanEvery, Linquist – aye. Leichleiter – abstained. Bartak – absent.
2023-2024 engagement of Dana Cole. Motion by VanEvery, second by Tyrrell, to execute engagement letter as presented for 2023-2024 accounting services by Dana Cole & Company. Motion passed all present – aye.
2023-2024 Farmers Pride Propane Contract. Motion by VanEvery, second by Tyrrell, to contract 500 gallons of prepaid propane @ $1.59 p/gal. Motion passed all present – aye.
R05-2023: Adoption of Tri- County Hazard Mitigation Plan 2023 in its entirety – Motion by Tyrrell, second by Leichleiter, to adopt R05-2023 which reads as follows:

R05-2023
WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on Oct. 30, 2000, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes; and
WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by Antelope, Holt and Knox counties, known as the Tri-County area, in Nebraska with assistance from JEO Consulting Group, Inc.
WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the counties and participating jurisdictions located within the planning boundary by identifying the hazards that affect the Village of Page, NEBRASKA and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and
WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the Village of Page, NEBRASKA in the form of a resolution and further requesting approval of the plan at the Federal Level; and
NOW, THEREFORE, the governing body of the Village of Page, NEBRASKA does herewith adopt the most recent and FEMA approved version of the Tri-County Hazard Mitigation Plan 2023 in its entirety upon a motion by Tyrrell, a second by Leichleiter. Roll call: Linquist, Tyrrell, VanEvery, and Leichleiter - aye; Bartak – Absent.
BE IT RESOLVED that this resolution is adopted this 10th day of July 2023.
