Summerland Public School Board of Education met in regular session, Feb. 15, 2023, at the school. President Steve Thiele called the meeting to order at 6:31 p.m. Thiele noted the Open Meetings Act poster posted in the board room.

Roll call was taken. Members present: Ed Nordby, Nate Schwager, Scott Thiele, Steve Thiele, Austin Twibell, Jeremy Wagner.

Motion by Schwager, seconded by Nordby, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Public participation. Superintendent Kyle Finke introduced Zachary Rosenbloom, the newly-hired high school principal.

Motion by Scott Thiele, seconded by Twibell, to approve the consent agenda items. Unless removed from the consent agenda, items identified within the consent agenda are acted on at one time: minutes of the Jan. 18, 2023 meeting and monthly financial report. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Old business. Discuss the possible formation of a Summerland Public School Foundation. Laura Ferguson was present to talk about the process of forming a school foundation. The board is supportive of forming a foundation. Board member Ed Nordby volunteered to be a member of the foundation board, as well as Supt. Finke. The board directed Ferguson to proceed with the process.

New business.

Junior high MTSS information, Kendra Shrader and Carrie Kucera were present to talk about bringing the multi-tiered system of support process into junior high. Summerland has currently used the MTSS process at the elementary level.

Discuss, consider and take all necessary action on the Return to Learn Plan. Supt. Finke went through the Return to Learn Plan. Motion by Nordby, seconded by Wagner, to approve the Return to Learn Plan as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on resignations. Motion by Scott Thiele, seconded by Schwager, to accept the resignation of Ashley Shaffer, effective Feb. 15, 2023. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Motion by Schwager, seconded by Twibell, to accept the resignation of Tabetha Jurgens-Frank at the end of the 2022-2023 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on approval of lawn care contract. Motion by Steve Thiele, seconded by Nordby, to approve the lawn care contract with Schilousky Lawn Care for the 2023 season for $10,694 for lawn treatment as presented, as well as $75/hour to mow as needed. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on renewing membership in the Nebraska Association of School Boards for the 2023-2024 school year. Motion by Nordby, seconded by Schwager, to approve the 2023-2024 membership to the NASB. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action to approve the Public Entity Authorization resolution for Cornerstone Bank. Motion by Scott Thiele, seconded by Twibell, to approve the Public Entity Authorization resolution for Cornerstone Bank. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

NASB update. Finke reported on proposed legislative bills concerning education.

Administrative reports. Elementary principal Cathy Cooper: MTSS training, fidelity checks, kindergarten/sixth-grade reading buddies, P-T conferences, MMM-Bobcat dens, curriculum and school improvement. High school principal Greg Appleby: P-T conferences, National FFA Week, activities, dances. Supt. Finke: poll to teachers concerning possible calendar changes, vending machines are in place, student lunch menu, budget report, upcoming NRCSA meeting, items for next month.

The next regular board meeting will be Tuesday, March 14, 2023, at 6:30 p.m. President Thiele adjourned the meeting at 7:41 p.m.
