The Board of Trustees of the Village of Clearwater met for a regular meeting Tuesday, Jan. 10, at 7:30 p.m., in the fire hall meeting room. Meeting opened at 7:35 p.m. Notice of Meeting was given in advance by publication in “Summerland Advocate-Messenger” and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.
Present: Kelly Kerkman, Marsha Hart, Brian King, Jeff Schlecht. Others present: Troy Behnke, Lauren Sheridan-Simonsen, Kyle Petersen, Reed Miller, Deb Mostec, Deputy Trent Howard, Angie Hupp. Absent: Cody Kester.
Approved minutes of regular meeting on Dec. 12, 2022, with one amendment.
Approved treasurer’s report.
Late water bills presented. Two customers received disconnect notices this month.
Opened one- and six-year street improvement plan hearing at 7:42 p.m. Opened public discussion with Reed Miller of Miller & Associates. No public comment was heard. Closed one- and six-year street improvement plan hearing at 7:53 p.m.
Approved Resolution 2023-1 adopting one- and six-year street improvement plan as amended during hearing.
Approved ERDBAU, Inc., claim of $13,275 for lagoon testing during lagoon grant project, pending USDA approval.
Approved receiving $4,206.41 for Drawdown #2 of NAHTF grant.
Approved transferring $35,000 from economic savings to grant checking for Village’s LB840 match for NAHTF grant duplex project.
Approved paying Stearns Construction claim of $19,960.13 for NAHTF grant duplex project.
Approved Procurement Procedures and Code of Conduct for the DTR planning grant.
Approved Resolution 2023-2 adopting a policy prohibiting excessive force by law enforcement agencies against individuals engaging in nonviolent civil rights demonstrations.
Approved an agreement with Miller & Associates to help with setup of a GIS system for water and wastewater lines.
Approved an agreement with Miller & Associates to help with ARPA funds reporting.
Approved renewing clearwaterne.com domain name for another five years for $199.95.
Approved transferring $100 from water/sewer checking to general checking for US Post Office invoice payment that was included in utility payment.
Approved Resolution 2023-3 establishing a policy for payroll and associated expenses to be paid before approval at board meetings.
Approved Resolution 2023-4 codifying local legislation passed in 2022 into municipal code book. King voted nay.
Discussion held regarding rates for resident rental of village equipment. A resolution will be approved at the Feb. meeting, along with a liability waiver.
Approved raising building permit fine from $10 to $100. Fine is assessed if construction begins before permit is approved.
Discussion held regarding cleaning up nuisances in town. Letters will be sent to all residents, those with unlicensed and inoperable vehicles will receive certified letters.
Sheriff’s, economic, maintenance, park, and library reports presented.
Approved sending letters to Main St. businesses giving the option to have the village remove snow from sidewalks and parking areas for $25 per removal.
Approved budget of $5,000 to purchase trailer capable of hauling multiple lawnmowers or skid loader.
Clerk’s report presented. Approved for attendance and payment for clerk’s conference in March.
Approved entering executive session at 10:13 p.m. to discuss possible litigation. Approved exiting executive session at 10:31 p.m.
No unfinished or new business was discussed.
Approved claim from Schlecht Trucking for $834.90. Schlecht abstained.
Approved remaining claims and payroll. Claims: $71,045.28; Wages: $5,868.86
Meeting adjourned at 10:32 p.m.
