The Board of Trustees of the Village of Clearwater met for a regular meeting Monday, Nov. 14, at 8 p.m., in the fire hall meeting room. Meeting opened at 8 p.m. Notice of Meeting was given in advance by publication in “Summerland Advocate-Messenger” and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Steve Hankla, Kelly Kerkman, Jeff Schlecht. Others present: Troy Behnke, Lauren Sheridan-Simonsen, LuAnn Schindler, Marsha Hart, Brian King, Kathy Feusse, Kyle Petersen, Angie Hupp. Cody Kester arrived at 8:39 p.m.

Approved minutes of regular meeting on Oct. 12, 2022. Kester absent.

Approved treasurer’s report. Kester absent.

Late water bills presented. Three customers received disconnect notices this month.

Village still waiting on USDA and Miller & Associates to finalize lagoon project. USDA requires a full audit to be performed for the 2021-2022 fiscal year. HBE out of Lincoln was the only auditor contacted who was willing to take the Village on as a client. A letter of agreement will be presented for approval at the December meeting.

Library report presented. Discussion held regarding expanding or possibly moving the library.

Approved increasing insurance on historical building, located at 402 Nebraska St., to $60,000. Kester absent.

Approved paying Sargent Drilling claim of $65,867.30 for repair of municipal well at the school. Kester absent. Original cost was estimated at $25,000 but it was discovered that casing, pump and screen needed to be replaced.

Approved waiving three readings of Ordinance 2022-16. Kester absent. Approved Ordinance 2022-16 setting Angie Hupp’s wages to $20/hr. Kester absent.

Approved transferring $500 from economic savings to economic checking to cover operating costs. Kester absent.

Approved using currently owned 40 ft. culvert for duplex. Kester absent.

Approved $93.19 to Blade & Bliss for façade grant to help purchase business sign. Kester absent.

Economic report presented.

Approved waiving three readings of Ordinance 2022-17. Kester absent. Approved Ordinance 2022-17 clarifying qualifying business definitions in economic development plan. Kester absent.

Maintenance report presented.

Approved purchase of used 2016 payloader from Rueter’s for $71,400 after $31,000 trade-in on old loader. Cost was split equally between general and water/sewer checking. Kester absent.

Approved purchase of snowplow from Big Iron Auction for $4,200 to be used with payloader. Kester absent.

Kester arrived at 8:39 p.m.

Discussion held regarding Village items to be sold. Resolution to be approved at December meeting.

Approved adding an email account for maintenance.

Park report presented.

Sheriff’s hours presented.

Clerk report presented.

Approved reimbursing Angie Hupp $51 for Northeast Nebraska Clerks Association jacket.

No unfinished business discussed.

New business presented. Approved allowing Concordia Lutheran Church to fix kitchen plumbing issue by tapping into sewer main but only charging for one line.

Approved entering executive session at 9:23 p.m. to discuss possible litigation. Approved exiting executive session at 9:44 p.m.

Approved claims and payroll. Claims: $168,626.71; Wages: $6,039.74.

Meeting adjourned at 9:48 p.m.
