The Board of Trustees of the Village of Clearwater met for a regular meeting Wednesday, Oct. 12, at 7:30 p.m., in the fire hall meeting room. Meeting opened at 7:32 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Steve Hankla, Kelly Kerkman, Jeff Schlecht, Cody Kester. Others present: Troy Behnke, Lauren Sheridan-Simonsen, LuAnn Schindler, Angie Hupp.

Approved minutes of budget hearing, tax request hearing and regular meeting on Sept. 14, 2022.

Approved transferring $100,000 from general savings to general checking for operating expenses. Approved treasurer’s report.

Late water bills presented. No customers received disconnect notices this month.

Village still waiting on USDA and Miller & Associates to finalize lagoon project.

Approved closing Main St. from flagpole to Second St. on Saturday, Oct. 22 for Sidebar vendor fair.

Approved waiving three readings for Ordinance 2022-15 creating a credit card policy. Approved Ordinance 2022-15 creating credit card policy and procedures. Approved authorized credit card users.

Approved closing debit card bank account as is no longer needed.

Approved reappointing Rod Schlecht to another term as CORE representative.

Approved hiring Five Rule Rural Planning for professional services to complete a Downtown Revitalization study.

Economic report presented. Groundbreaking for duplex project will be held Thursday, Oct. 27 at 1 p.m., with refreshments in the fire hall meeting room following.

Maintenance report presented. Approved obtaining bids for new loader. Also told Troy Behnke to look for bids for new lawnmowers.

Park report presented. Once electricity is removed, crow’s nest building will be demolished.

Library report presented. Approved Natalie McKillip to join library board as additional member.

No sheriff’s report presented.

Clerk and attorney reports presented.

Unfinished business discussed. Approved allowing Jay and Tina Snider to purchase land east of Montana St. shed for $100 with stipulations.

No new business presented.

Approved claims and payroll. Claims: $135,014.35; wages: $8,038.56.

Approved entering executive session at 8:41 p.m. to discuss personnel. Approved exiting executive session at 8:46 p.m.

Approved raising Angie Hupp’s wage to $20 per hour beginning Nov. 1, 2022.

Meeting adjourned at 8:47 p.m.
