The Board of Trustees of the Village of Clearwater met in regular session Monday, August 8, at 8 p.m., in the fire hall meeting room. Meeting opened at 8:01 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Steve Hankla, Kelly Kerkman, Jeff Schlecht. Others present: Kate Ahlers, Kyle Petersen, LuAnn Schindler, Lauren Sheridan-Simonsen, Angie Hupp, Marsha Hart, Joe Thiele, Dwaine Trease, Deb Trease, Shirley Clinton, Nick Hoffman, Brittany Hoffman, Bill Thiele, Scott Schindler, Regina Krebs. Cody Kester arrived at 8:46 p.m.

Approved June 13 hearing, Aug. 1 planning commission hearing, regular minutes and treasurer’s report for July. Kester absent.

Late water bills presented. No customers received disconnect notices.

Approved moving up agenda item 21, economic development director’s report. Kester absent.

Opened zoning hearing at 8:10 p.m., regarding three lots belonging to Dwaine and Deb Trease. Public discussion was held. Approved closing hearing at 8:31 p.m. Kester absent.

Approved waiving three readings of Ordinance 2022-13 changing zoning of Parcel #000280101, #000280301, and #000660200, belonging to Dwaine and Deb Trease, from a single-family residential district to a mixed-use development district. Kester absent.

Miller & Associates report presented by Hankla. Lagoon construction completed and final pay request received from Rutjens Construction. Waiting on final approval from USDA.

Approved change order #1 from Rutjens Construction, pending USDA approval. Kester absent.

Approved pay request #4 from Rutjens Construction, pending USDA approval. Kester absent.

Approved certificate of substantial completion from Rutjens Construction, pending USDA approval. Kester absent.

Approved Resolution 2022-2 setting vacant property registration fees schedule. Kester absent.

Regina Krebs gave the board an overview of how the annual budget works so the newer board members have an idea of annual expenditures.

Three applicants have applied for maintenance position so special meeting will be held to interview candidates.

Approved going into executive session at 9:41 p.m. to discuss possible litigation.

Approved postponing decision on CW Schonemann building permit for storage shed until more information is received.

Approved claims and payroll. Claims: $32,102.33; wages: $6,922.18
