The Board of Trustees of the Village of Clearwater met in regular session Monday, May 9, at 8 p.m., in the fire hall meeting room. Meeting opened at 8:02 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Steve Hankla, Kelly Kerkman, Steve Stearns. Others present: Kate Ahlers, Kyle Petersen, LuAnn Schindler, Lauren Sheridan-Simonsen, Sheriff Bob Moore, Debb Pofahl, Jeff Schlecht, Daryl Guthard, Holly Guthard, Angie Hupp. Cody Kester arrived at 8:05 p.m.

Approved regular minutes and treasurer’s report for April.

Late water bills presented. Four customers received disconnect notices.

Miller & Associates report presented. The new lagoon was turned on May 4 and has been running smoothly.

Postponed Jerry Doke building permit for garage until more information and location can be discussed.

Approved Dan Schwager building permit for garage. Postponed Marshall Waller building permit for garage until size variance recommended by planning commission.

Approved moving up agenda item 20, sheriff’s report.

Approved hiring Matthew Feusse and Nathan Feusse for summer help.

Approved new summer wages at $12/hour for new summer employees and $13/hour for returning summer employees.

Approved waiving three readings of Ordinance 2022-8. Approved Ordinance 2022-8 changing summer help wages.

Approved moving up agenda item 13, discussion of food truck.

Denied Waterhole request for food truck on street during rodeo weekend.

Postponed Resolution 2022-1 approving employee handbook until June.

Approved moving up agenda item 16, economic development report.

Approved doing a Downtown Revitalization planning study.

Maintenance report presented.

Agenda item 10, discussion regarding charging for services not rendered was skipped as requestor did not appear.

Approved amendment to Bud’s Sanitary Service contract for rate increase.

Approved waiving three readings of Ordinance 2022-6. Approved Ordinance 2022-6 raising trash service rates to $18.25 residential, $22.25 commercial, $14.75 senior and $40.50 for business and residential combined.

Approved sending letter to customer regarding dilapidated building.

Approved waiving three readings of Ordinance 2022-7. Approved Ordinance 2022-7 creating a vacant property registration.

Library, park and clerk reports presented.

No attorney report presented.

Unfinished and new business presented.

Approved going into executive session to discuss personnel issues at 10:18 p.m.

Approved exiting executive session at 10:28 p.m.

Approved changing base wage for maintenance operator ad to $21-25/hour, depending on qualifications.

Approved claims and payroll. Claims: $34,182.85; wages: $5,186.89

Meeting adjourned at 10:32 p.m.
