Feb. 16, 2022

Summerland Public School Board of Education held a regular meeting, Wednesday, Feb. 16, at the school. President Ed Nordby called the meeting, which was published in the Feb. 9, 2022, papers, to order at 12:08 p.m.

Nordby noted the Open Meetings Act posted in the boardroom.

Roll call was taken. Present: Candice Hoke, Marty Kerkman, Ed Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner.

Possible motion on board member absence. All board members were present.

Motion by Kerkman, seconded by Schwager, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation (15 minutes allowed). Public participation was not heard.

Motion by Thiele, seconded by Hoke, to approve the consent agenda items, with the exception of the Hausmann Construction bill in the amount of $39,831.05. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Schwager, seconded by Kerkman, to approve the Hausmann Construction bill in the amount of $39,831.05. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain, with conflict: Thiele. Motion carried 5-0-1.

Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time. Minutes of the Jan. 18, 2022, Americanism hearing; minutes of the Jan. 18, 2022, meeting; monthly financial report.

Old business. Report on progress of building. Superintendent Finke reported on the time frame for receiving bids for the Orchard building demolition. The opening of bids has been moved to March 7.

A discussion was held concerning preparing the contents of the Orchard building for an auction. A tentative date is April 2. We would look at maybe a June date for an auction in Ewing.

Summerland water rights were also discussed.

Finke also gave an update on the ongoing work still being done in the building.

Discuss, consider and take all necessary action on the retention pond. Pricing was presented for the possibility of the pond retention being pumped out through Napier’s irrigation system. The board directed Fink to talk to them about an easement.

Motion by Schwager, seconded by Wagner, to accept the bids presented for the necessary work to pump the water retention through the irrigation with the natural gas option. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

New business Discussion of bond market potential and timing of Summerland bonds with Tobin Buchanan. Tobin Buchanan was present to discuss options for having an ongoing engagement contract. The board directed him to prepare a contract for the board to consider.

Discuss, consider and take all necessary action on staff resignation. Motion by Hoke, seconded by Schwager, to approve the resignation of Kami Dickerson at the end of the 2021-2022 school year. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Approve contract for the speech language pathologist position. Motion by Thiele, seconded by Kerkman, to approve a contract to Shannon Stelling as speech pathologist for the 2022-2023 school year. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Report on NDE approval of teacher, principal and superintendent evaluation instruments. Finke reported that he had received the approval letter from the Nebraska Department of Education for Summerland’s teacher, principal and superintendent evaluation instruments. These policies and procedures will remain approved until we revise them.

NASB update.

Discuss, consider and take all necessary action on renewing membership to Nebraska Association of School Boards for 2022-2023 school year. Motion by Hoke, seconded by Schwager, to approve renewing Summerland Public School’s membership in NASB for the 2022-2023 school year. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

In the absence of Mrs. Cooper, Mr. Appleby gave the elementary and high school reports. He reported on the following for elementary: curriculum, MTSS, reading intervention, National School Counselors Week and Random Acts of Kindness. He reported on the following for high school: parent/teacher conferences, curriculum, state wrestling, basketball, 2022-2023 football schedules, Close Up trip dates (March 27 - April 2), quiz bowl and FFA.

Finke updated the board on a couple of legislative bills and discussed mowing options for this summer.

The next regular board meeting will be Tuesday, March 15, 2022, at 5 p.m.

President Nordby adjourned the meeting at 1:32 p.m.
