The Board of Trustees of the Village of Clearwater met in regular session Wednesday, Feb. 16, at 8 p.m., in the fire hall meeting room. Meeting opened at 8:01 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Kelly Kerkman, Mike Klabenes, Steve Stearns. Others present: Kate Ahlers, Kyle Petersen, Cody Kester, LuAnn Schindler, Jay Snider, Angie Hupp. Absent: Steve Hankla.

Approved regular minutes and treasurer’s report for January. Late water bills presented.

Economic development report presented.

Opened public hearing to discuss workforce housing addition to economic development plan at 8:14 p.m. Discussion was held. No public opinion was heard. Hearing was closed at 8:16 p.m.

Approved Ordinance 2022-2 adding workforce housing to economic development plan.

Approved $4,999 to Clearwater Community Development Group as LB840 grant for housing project.

Approved transferring $4,999 from economic savings to economic checking.

Discussion held regarding splitting portion of south end of park for next CCDG housing project. Approved tabling Ordinance 2022-4 approving survey until March.

Approved Ordinance 2022-3 adding local legislation chapter to Village Municipal Code Book.

Maintenance, library and park reports presented.

No sheriff’s report presented.

Approved paying $10,000 in MFO funds to assist fire department with purchase of ambulance cot.

Clerk report presented.

Approved resignation of Mike Klabenes from planning commission, retroactive to Jan. 1, 2021. Klabenes abstained.

Approved resignation of Mike Klabenes from board of trustees, effective at end of meeting. Klabenes abstained.

Approved claims and payroll. Claims: $48,916.39; wages: $3,997.16

Approved entering executive session at 9:41 p.m. to discuss potential litigation. Exited executive session at 10:15 p.m.

Approved moving forward with litigation in nuisance case with attorney Kyle Petersen.

Meeting adjourned at 10:16 p.m.
