Village board adopts road plan

Future repairs for streets in the Village of Clearwater were discussed during a one- and six year street plan hearing, Monday, in Clearwater.

Associates, from Kearney, said maintenance repairs made on an entrance to town and two blocks of Nebraska Street will need to be added to the one-year plan. Knife River Corporation milled and resurfaced the two stretches in May.

"What we had before, where there's red (on the map), is part of the six-year plan," Miller said.

"We had no one-year plan, for funds." Earlier this month, trustees decided not to apply for a Community Development Block Grant for a three-block stretch of Iowa Street.

Miller asked if a two-inch overlay could be used.

Trustee Kevin Filsinger said at least four inches (to mill) would be necessary on many streets.

Steve Stearns said thickness of the current streets is a concern.

"That's what we were worried about when they were milling this. If they go through it, then we're going to have to build a base. They didn't go through it," Stearns said.

Miller said the one- and six year plan is not "set in stone."

Last year, the village received approximately $58,000 in gasoline tax funds. The village is projected to receive $56,000 in the upcoming year.

Chairman Steve Hankla asked if would be smart to add Iowa and Nebraska streets to the one year plan, with four inches of asphalt to be placed from Nebraska Street, north, to the highway. Miller asked if armor coating could be an option on roadways.

"Armor coat is a dustkeeper- downer. It holds the dust down," he said.

Trustees determined the six year plan will remain the same, with work planned on Neuer, Reno, Main, Montana and Mitchell streets.
