Village of Clearwater BOARD OF TRUSTEES

May 10, 2021

The Board of Trustees of the Village of Clearwater met in regular session Monday, May 10, at 7 p.m., in the fire hall meeting room. Meeting opened at 7:30 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to council persons prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Kelly Kerkman, Mike Klabenes, Steve Hankla. Others present: Lauren Sheridan-Simonson, Kate Ahlers, Carla Jacob, James Bolling, Tyler Hillmer, Angie Hupp. Absent: Steve Stearns.

Approved regular minutes and treasurer’s report for April. Late water bills were presented.

Tyler Hillmer from Miller & Associates reported on preconstruction meeting for lagoon project. Dirt work will begin in early June. Approved moving forward with applying for CDBG grant application to begin street repair.

Approved paying Miller & Associates $128,000 out of grant account, for design and surveying of wastewater system project area. Approved moving up agenda item 13 regarding loan from USDA to village. Approved Resolution 2021-01, to accept $851,260 loan from USDA for wastewater system project.

Hankla and Carla Jacob signed lease agreement between village and Clearwater Historical Society for old gas station building at 402 Nebraska St. Per agreement, society will pay village $1 per year, village will carry insurance and pay utilities, society responsible for repairs and maintenance of building.

Approved James Bolling building permit for 85091 515 1/2 Ave. Curve building being moved from Wayne County property.

Tabled Sharon King building permit until next month.

Approved special designated liquor license for Clearwater Chamber’s rough stock competition to be held July 31 at rodeo grounds.

Approved Brian King to economic development board. Approved Dawn Curtis to CARC committee. Approved Tessa Pelster to LB840 board.

Approved use of up to $3,000 for beautification project. Lauren Sheridan-Simonsen will purchase large flowerpots to place along Main St. and plant flowers. A community member has volunteered to keep up with watering.

Approved economic funds to be used to purchase Summerland Advocate-Messenger subscriptions for graduating Clearwater seniors.

Several water meters need to be inspected and fixed. Tree trimming letters will be sent out later in the summer.

Approved purchasing a 2021 Massey Ferguson compact tractor for $9,502 with five-year powertrain warranty from Reinke’s Farm & City Service in Neligh.

Approved allowing memorial park bench to be placed in park near entrance to playground.

Note will be sent in water bills to those who still need to pay for dog tags. Signs will be placed around town advertising spring cleaning May 26-June 2. Roll-off dumpster will be available in parking lot by water tower. Signs will be placed around town and ad in paper for public hearing regarding street repairs to be held June 14 at 7 p.m. with regular board meeting to follow.

Hurtig Well Service coming to town to fix a leak, replace a water meter and tie camper pads to water and sewer lines.

Approved allotting $2,000 to place sign on highway letting drivers know where new school is. Summerland Booster Club set up project with each town.

Sand pile and barricades at end of Montana St. need moved to allow for camper pads driveway.

Approved going into executive session at 9:21 p.m. to protect public interest and for the prevention of needless injury to an individual.

Approved coming out of executive session at 9:41 p.m.

Approved summer help employment of Hunter Klabenes, Matthew Feusse and Maryssa Long. Mike Klabenes abstained.

Approved KF Repair claim. Filsinger abstained.

Approved all other claims. Claims and payroll:

Wages: $5,211.50

Bills: $155,916.06

Meeting adjourned at 9:45 p.m.
