October 12, 2020

Summerland Public School Board of Education held a regular meeting, Monday, Oct. 12, 2020, at Summerland Public School at Clearwater.

President Ed Nordby called the meeting to order at 7 p.m. Attendance was taken. Present: Candice Hoke, Marty Kerkman, Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner. All board members were present.

President Nordby noted the Open Meeting Act posted in the room.

Motion by Kerkman, seconded by Hoke, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation was heard.

Motion by Thiele, seconded by Kerkman, to approve the consent agenda items, with the exception of the Hausmann Construction bill in the amount of $1,508,877.50. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Kerkman, seconded by Wagner, to approve the Hausmann Construction bill for $1,508,877.50. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain: Thiele. Motion carried 5-0-1.

COVID-19 plan update. Superintendent Dale Martin updated everyone on the current COVID-19 plan.

Building construction update. John with Hausmann Construction gave an update on the building project. The seeding has been done in the retention cell. It was reported the costs so far are $34,000. These expenses will be paid one-half from the construction contingency and one-half from the owner contingency.

Supt. Martin also reported that an FFE meeting had been held this last week and some samples of furniture are at the Clearwater site for viewing.

New business was discussed.

Motion by Schwager, seconded by Wagner, to approve the Early Retirement Incentive Program Policy. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Hoke, to approve the following policy revisions: #2008, meetings; #3001, budget; #3004.1, fiscal management for purchasing and procurement using federal funds; #4043, professional boundaries and appropriate relationships between employees and students; #5018, parent and guardian involvement in education practices and #5067, student assistance team or comparable problem solving team. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

NASB update. The monthly update from NASB was available to the board.

Staffing options. Motion by Schwager, seconded by Kerkman, to go into executive session at 8:25 to discuss staffing and superintendent evaluation and is necessary for the protection of needless injury and the reputation of any individuals. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

The board came out of executive session at 11: 12 p.m.

Administrative reports. Supt. Martin reported that the Commissioner of Education has approved the use of staff development, up to 12 hours per quarter, and this time will not take away from our required hours of instruction. Administration is requesting to have a day for staff development on Oct. 28 to address remote education opportunities. The board was supportive of this request.

Discussion was held about Veterans Day programs. The general feel was to try to do something, at least virtually, to recognize the day.

Principal reports: Mike Sanne, Clearwater principal, reported on the following: cross country districts, conference volleyball and update on sale of the Clearwater building.

Cathy Cooper, Orchard principal reported on the following: Monday morning motivation, guidance counselor has done ACT make-up tests and seniors have had their college application day. Over $1,200 in donations for teacher supplies were received through School Store. Greg Appleby, Ewing principal, was unable to attend.

The next regular meeting will be Monday, Nov 9, 2020, at 7 p.m., at the Ewing School in Ewing.

President Nordby adjourned the meeting at 11:14 p.m.
