Holt County leaders make board of adjustment appointments

The Holt County Supervisors reviewed and set new parameters for daily meal reimbursement when they met at the courthouse in O’Neill last Tuesday, June 16.

Staff working outside the county will be allowed $10 for breakfast, $12 for lunch and $16 for dinner/supper. The motion was made by supervisor Steve Boshart, seconded by supervisor Doug Frahm and carried on a 6-0 vote, with supervisor Don Hahlbeck absent.

Mike Zakrzewski of O’Neill was appointed to the board of adjustments, with Jim Hubel of Ewing, Mark Rossman and Barb Steskal of Atkinson, reappointed. Gene Kelly of O’Neill represents the planning and zoning commission on the board of adjustments.

Bids were opened for a bridge rehab project northwest of Stuart in Stuart Township. Bids were reviewed by the county engineer, with approved given to accept the low bid, $59,853, submitted by North Construction of O’Neill. Bids were also received from Dixon Construction of Correctionville, Iowa, and Ed Hoevet Excavating in Ord.

A $43,605 bid awarded to Horizontal Boring & Tunneling at the May 29 meeting, for a culvert bore proposal, was rescinded.

Four bids from A&R Construction of Plainview, the only bidder on four box culvert projects, were approved, in the amounts of $434,219.01, $278,383.36, $239,239.01 and $294,674.97.

Included in claims approved for payment were Visitor’s Promotion Fund grants to the Chambers Chamber of Commerce, $1,000 for a July 4 event, and to the Stuart Rodeo Association, $5,000 for a Midstates Rodeo. The O’Neill Chamber received a $600.37 grant from the Visitor’s Improvement Fund for contract labor and the village of Stuart was awarded $1,700 for signs.

In other business, the supervisors:

~Approved establishment of Jail Commissary Fund;

~Received an update from Speece Lewis Engineers regarding removal of the damaged Stuart/Naper Bridge;

~Approved Emergency Watershed Protection cooperative agreement with Nebraska Department of Roads and Natural Resource Conservation Service for technical assistance in flood-damage repair and recovery;

~Approved engineering agreement with Mainelli Wagner for Honey Creek/877 Road project;

~Reviewed debris inventory; and

~ Heard construction and operating permits were received for Peterson Farms north of Stuart in Stuart Township and Pigtail Barns #2 northeast of O’Neill in Gratton Township.

While convened as a board of equalization, the supervisors:

~ Approved three tax list corrections submitted by Tim Wallinger, assessor;

~Approved valuation submitted by Wallinger for real estate omitted due to sale of property and change from exempt to non-exempt status;

~Approved valuation submitted by Wallinger for undervalued and overvalued parcels; and

~Approved 2017 tax refund of $2,886.50, 2018 refund for $2,318.60, and 2019 refund for $1,882.29.
