Bobbi Riser, Region 11 emergency manager, addressed the Antelope County commissioners at their Jan. 14 meeting. She said the Region 11 board had voted at their Dec. 12 meeting to cover the insurance cost for the NRIN equipment, leaving electricity to the tower being the only expense to the county.
