    Orchard residents will see an increase in garbage disposal rates when the next utility bill hits their mailboxes. Village clerk Brenda Harrison said trustees approved Resolution No. 1-15-2024, which raised garbage costs during its Jan. 15 meeting. The new rate, an increase of 12%, went into effect Feb. 1.     Clearwater's Planning Commission will meet March 4 to make a recommendation about a building permit application for a local daycare. Following discussion at the Feb. 12 village meeting, trustees made the decision to send the permit application to the commission.
