    Violating a building permit requirement will result in a stiffer penalty in the village of Clearwater. During the trustee's Jan. 10 meeting, officials approved increasing the current $10 fine to $100, if construction starts prior to filing for a permit.     Antelope County Commissioners approved a 20% pay increase for the county’s public defender during the board’s Jan. 10 meeting in Neligh.
